FWIW, I’d go on a listening tour with members/potential members first to learn if they can actively participate in a digital-first community program.
I’m calling this out, because I noticed yall work with a lot of highly regulated industries where participation might not be possible in the traditional sense.

I’ll just say that folks who are advocates should be in the community, even if it’s currently support-focused, as it builds the habit of them going there and they can easily jump in to answer a question and help others.
Making them separate, you lose out on some of that compounding impact by running programs out of separate spaces.

Other things I’d think about:
• Data flow to other systems (e.g., for email segmentation, 1:1 comms via the community, etc.)
• Budget
• Internal team alignment as this is highly cross-functional
• Recognition, rewards, & swag
• Ability to self-serve progress to milestones/completion of learning or multi-channel programs to earn/participate in something new
• Beta programs too

Slack (free) X Tightknit (Paid) could work well for y’all. Tightknit has an Awards & Certifications module, including badges, etc.
Another community platform to review would be Discourse (Asana and Pinterest are both customers, as well as others).
On Customer Advocacy, I’d look at Orca (Salesforce-native) and Champion.
<@U07V02XU2CB> leads the advocacy program at HubSpot via Khoros — I’d ask Gabby Qs on that topic/use case.
