anyone here from Madison, Wisconsin? looking to buy a gift card to a nice restaurant there for a customer and hoping this group has some recommendations.

I am!

know lots of folks in the service industry and the restaurants well, happy to give some recs!

Upscale or at least elevated options:
Harvey House - mostly about the experience. the food is good, upscale supper club, but the setting is really what is best about it
Fairchild - hands down one of the best restaurants - small intimate space, incredible food, james beard award winning chefs
Mint Mark - personal favorite, a little more fun and funky/not stuffy. lots of small plates, elevated still, delicious cocktails
A Pig in a Fur Coat - similar to mint mark in small plates but also lots of entrees, amazing chef
Bar Coralini - not super fancy by any means but quite good modern italian and good cocktails

Eno Vino downtown is also v popular for the view of the square/cap building

I know the owners of Harvey House and have eaten there. Highly recommend.
